Senior Administrator

The Cornell Cooperative Extension Dutchess County Senior Administrator works with a high level of initiative and discretion to provide association leadership and direction for all delegated and assigned functions for the Association. Uses significant independent judgment and discretion in handling access to confidential information. Serves as a member of the Administrative Team and complies with codes, policies and procedures issued by Cornell University Cooperative Extension and Cornell Cooperative Extension Dutchess County. Serve as the staff coordinator on the board committees, attending meetings, coordinating activities, handling procedures when needed.

Provide assistance to the Executive Director for developing, leading, and implementing effective administration, human resource, and business operations for the Association. Manages and administers human resource operations, practices and procedures within the Association. Consults with Executive Director to plan delivery of human resource services, and promotes compliance with and monitors effectiveness of policies, procedures and regulatory requirements throughout the Association. Provides training, oversight and consultation to Association Program Issue Leaders, Educators and other supervisory staff. Assists the Executive Director in resolving difficult and significantly complex situations requiring interpretation of policy practice. Provides specialized, high-level assistance and advice to the Executive Director and other leadership staff. Train and make recommendations concerning the hiring, evaluation, promotion and termination of staff. Maintain direct linkage with SBN HR Lead, Cornell faculty and Human Resources Specialists.

Serve as Special Events coordinator, assisting, overseeing and planning with staff and committees of volunteers, Association wide special events and fund-raising events. Represent the Association to the public, community leaders, government officials, stakeholders, and Cornell University.

Required Qualifications:

  • Bachelor’s Degree or equivalent education in Human Resources, Business or related field. Associates degree and two years relevant experience is acceptable.
  • Experience relevant to the role of the position.
  • Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
  • Knowledge of Human Resources policy and practice.
  • Ability to initiate, plan, conduct and evaluate Human Resource programs/activities.
  • Strong leadership skills.
  • Ability to communicate effectively through oral and written channels.
  • Demonstrates ability to work independently and as a member of a team.
  • Strong organizational skills: planning, coordinating, time management, setting goals and prioritizing to meet deadlines.
  • Ability to creatively solve problems.
  • Ability to train and supervise staff.
  • Demonstrates a high degree of accuracy, integrity, sound professional judgment and maturity to effectively relate to people.
  • Ability to handle multiple tasks and work under pressure.
  • Advanced computer skills.
  • Ability to meet travel requirements associated with this position.

Preferred Qualifications:

  • Knowledge of Cornell Cooperative Extension and its mission, values, programs, etc.
  • Experience with Cornell Cooperative Extension or other not-for-profit organization.
  • Society for Human Resource Management certification.

Responsibilities/Essential Functions:

Administrative Responsibilities:

Direction - 30%

  • Provide high –level, strategic planning assistance to the Executive Director in fulfilling and facilitating organizational operations, including those needed to sustain, integrate and enhance personnel, administrative, and programming efforts.
  • Assume the authority of the Executive Director to plan for general administrative oversight of Association operations, in the absence of the Executive Director.
  • Support the Executive Director to strategically plan for overall Association expenses and purchasing, including bids from contractors and purchasing options related to building, remodeling, and repair.
  • Identify and plan for Human Resources educational needs and strategies with staff and volunteers.
  • Take initiative and work with Executive Director to schedule, coordinate and make arrangements for meetings and conferences, i.e., Board and Committee meetings and orientation, including agendas, minutes, reports, and other Board of Directors’ events, including but not limited to, Board Retreat, Annual Meeting, Legislators’ Luncheon, etc.

Management - 35%

  • As member of the Association Administrative Team, help guide the Association to ensure compliance with policies and procedures.
  • Monitor and guide the effective day-to- day building operation to ensure maintenance of facilities in a safe and effective manner.
  • Assist the Executive Director to uphold a professional work atmosphere and handle emergencies and unforeseen circumstances by using sound office procedures and Association policies to manage office, workflow and administer project deadlines.
  • With the Executive Director, take leadership initiative to maintain a professional work atmosphere and handle emergencies by using sound organizational procedures and policies.
  • Help to ensure compliance with Law/System/Local rules and regulations.
  • Work with emergency plan coordinator to ensure a safe working environment and an updated emergency plan for the Association.
  • Investigate, recommend and communicate administrative policies and procedures.
  • Provide overall administrative supervision to all administrative support staff.
  • Facilitate and manage, with Executive Director, the hiring process, including position descriptions, applications, reference checks, etc.
  • Assist in the management of conflict resolution and employee grievances.
  • Manage the Volunteer Involvement Policy, including coordinating volunteers.
  • Manage the confidential files of background checks for staff and volunteers, including motor vehicle license, criminal, educational degrees, etc.

Coordination/Operation - 30%

  • Ensure Human Resource responsibilities are closely coordinated with the Executive Director and other staff.
  • Provide confidential administrative support to the Executive Director.
  • Provide training programs for staff that meet Human Resources needs of the Association, including but not limited to: Supervisory training, EEO/EPO practices, sexual harassment, orientation to the Association, and performance management.
  • Coordinate, with supervisors, the orientation of new staff.
  • Coordinate and oversee performance review process with input from supervisors.
  • Serve as EEO Officer and Diversity Coordinator.
  • Maintain the necessary Association confidential administrative files in a manner which follows set standards and allows for easy access by authorized personnel.
  • Coordinate and maintain Association archives.
  • Work with Personnel Committee and Executive Director to update personnel policies and procedures manual as needed.
  • Provides, first point of access information/assistance regarding benefits and retirement planning for staff.
  • Keep staff informed about types of benefits available and where to find specific details.
  • Work with Finance Manager to coordinate and expedite Human Resources online and other payroll tasks when needed.
  • Serve as records management officer for the Association, including handling requests for information under the Freedom of Information Law (FOIL request).
  • Coordinator and/or attend appropriate board committee meetings, including but not limited to: Personnel, Finance, Strategic Planning, and Nominating as needed.
  • Serve as liaison with SBN HR Lead and Cornell Benefit Services as needed for all benefits programs for the total staff, helping to communicate this information to the staff.
  • Serve as the Workday HR/Payroll transaction initiator for the Association.
  • Serve as Online time tracking system manager, overseeing bi- weekly entering, approval and sign off of hours by supervisors and other pay reps; train and provide guidance to staff on usage of the system within the guidelines.
  • Acts as an additional check signer to the Association Finance Department, as needed.
  • Serve as Special Events coordinator, assisting and overseeing with staff and committees of volunteers for Association wide special events and fund-raising events.
  • In conjunction with the ED maintain strong relationships within and externally representing the Association and Cornell University.

Professional Improvement - 5%

  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
  • Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
  • Health and Safety - Applied to all duties and functions.
  • Support the Association to maintain a safe working environment.
  • Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.
  • Act proactively to prevent accidents/injuries and communicate hazards to supervisors when identified.

This is a full time, exempt, benefits eligible position. Compensation starting at the rate of $60,000.00 per year, commensurate with experience.
